COOPERATION PROGRAM DOCUMENTATION & RECORD-KEEPING REQUIREMENTS
1. Purpose and Scope
This document sets out the standards governing documentation and record-keeping connected to the Chamber's international cooperation programs and initiatives. It ensures that cooperative activity conducted with international counterparts is supported by an accurate and complete institutional record.
2. Documentation Principles
Cooperation program documentation must satisfy accuracy, completeness and retrievability, consistent with the Record-Keeping & Documentation Standards, reflecting the cross-border and often multi-party nature of cooperation activity.
3. Scope of Records
Records subject to this requirement include cooperation agreements and their supporting negotiation records, participation records of counterparts involved, implementation and progress records, and any correspondence connected to the cooperation concerned.
4. Retention and Access
Records must be retained for periods appropriate to the significance and duration of the cooperation concerned, with access restricted according to the sensitivity of the information and the confidentiality expectations of participating counterparts.
5. Consistency Across Jurisdictions
Where a cooperation program spans multiple jurisdictions, documentation practices must remain consistent across all participating functions, consistent with the Cross-Jurisdictional Consultation & Coordination Procedures.
6. Oversight Review
Cooperation program documentation is subject to periodic review by Oversight & Compliance Functions, with deficiencies addressed through documented corrective action reported to Executive Leadership where material.
7. Alignment with Governance Framework
These requirements ensure that the Chamber's international cooperation activity, however varied in form and counterpart, is supported by a consistent and auditable institutional record at every stage.
