INTERNATIONAL COOPERATION FRAMEWORK

1. Purpose and Scope

This document establishes the overarching framework through which the World Economic Chamber pursues cooperation with international counterparts, including government bodies, multilateral institutions and cross-border organizations. It provides the structural foundation for the more specific procedures and standards that govern particular categories of international engagement across the Chamber's activities.

2. Rationale

International cooperation is central to the Chamber's mandate, but cooperation pursued without structure risks becoming inconsistent, duplicative or misaligned with the Chamber's institutional principles. This Framework exists to ensure that international cooperation, in whatever form it takes, is approached with the same discipline applied throughout the Chamber's governance architecture.

3. Core Principles

International cooperation is governed by purposefulness, ensuring cooperation is pursued only where it genuinely advances the Chamber's mandate; neutrality, ensuring cooperation does not compromise the Chamber's independence or favor a particular counterpart's interests; and consistency, ensuring cooperation in one jurisdiction or context does not conflict with the Chamber's positions elsewhere.

4. Forms of Cooperation

Cooperation may take a range of forms, including structured liaison, formal partnership, participation in multilateral dialogue, and cooperation agreements documented consistent with the Chamber's governance standards. The appropriate form is determined by the significance and durability of the relationship concerned, with more formal instruments reserved for cooperation of greater institutional weight.

5. Authorization and Coordination

All international cooperation is conducted by individuals authorized under the Chamber's governance architecture, and coordinated to ensure consistency where cooperation touches more than one jurisdiction, consistent with the Cross-Jurisdictional Consultation & Coordination Procedures.

6. Documentation and Oversight

Cooperation activity is documented consistent with the Record-Keeping & Documentation Standards, and reviewed periodically by Oversight & Compliance Functions to confirm continued alignment with the Chamber's principles and mandate.

7. Alignment with Governance Framework

This Framework ensures that international cooperation, across its many forms, reinforces rather than dilutes the Chamber's institutional coherence, credibility and independence.
