GOVERNMENT & REGULATORY LIAISON STANDARDS
1. Purpose and Scope
This document sets out the standards governing individuals who act in a liaison capacity with governments and regulatory bodies on behalf of the World Economic Chamber. It applies to all personnel and representatives authorised to conduct government and regulatory liaison, whether on a sustained or occasional basis.
2. Rationale
Liaison relationships with governments and regulators are built over time and depend heavily on the conduct and judgement of the individuals who maintain them. These standards exist to ensure that liaison activity reflects the Chamber's institutional discipline consistently, regardless of which individual is conducting the relationship at a given time.
3. Authorisation and Role Definition
Individuals conducting government and regulatory liaison must be formally authorised under the Chamber's governance architecture, with the scope of their authority, including the counterparts and subject matters within their remit, clearly defined and communicated to Executive Leadership.
4. Standards of Conduct
Liaison personnel must engage with strict neutrality, avoiding any statement or conduct that could be perceived as favouring a particular government, political interest or regulatory outcome. They must maintain clarity regarding the institutional, rather than personal, nature of the views they communicate, and must decline to make commitments exceeding their authorised scope.
5. Continuity and Institutional Memory
Liaison relationships must be supported by documentation sufficient to preserve institutional knowledge independent of the individual maintaining the relationship, consistent with the International Coordination & Liaison Procedures, ensuring continuity where personnel change.
6. Escalation and Reporting
Matters arising through government or regulatory liaison that exceed an individual's authority, or that bear on institutional neutrality or cross-jurisdictional consistency, must be escalated to Executive Leadership without delay, consistent with the Chamber's established escalation pathways.
7. Documentation
All liaison activity must be recorded consistent with the Record-Keeping & Documentation Standards, including the substance of engagement, commitments discussed and any follow-up required.
8. Alignment with Governance Framework
These standards ensure that government and regulatory relationships are conducted with discipline and consistency, protecting the Chamber's credibility as a dependable institutional counterpart regardless of which individual represents it at any given time.
