PROGRAM DOCUMENTATION & RECORD‑KEEPING REQUIREMENTS

1. Purpose and Scope

This document sets out the standards governing how the World Economic Chamber documents and retains records connected to the administration and implementation of its programs and initiatives. It ensures that program activity, from design through to outcome, is supported by an accurate and retrievable institutional record, consistent with the discipline applied across the Chamber's broader governance architecture.

2. Documentation Principles

Program documentation is governed by three principles: accuracy, ensuring records reflect program activity without distortion; completeness, ensuring no material decision, participant engagement or outcome connected to a program is left unrecorded; and consistency, ensuring documentation practices are applied uniformly across programs regardless of their subject matter or jurisdiction.

3. Scope of Records

Program documentation encompasses design and approval records, including the rationale and objectives underpinning a given program; participation records, including member and counterpart engagement; implementation records, covering activities undertaken and any cross-jurisdictional coordination required; and outcome records, capturing results measured against the program's original objectives.

4. Record-Keeping Standards

All program records must be maintained in accordance with the Record-Keeping & Documentation Standards, ensuring appropriate format, retention period and access control. Records must be organised to support review by Executive Leadership, Oversight & Compliance Functions and, where relevant, external audit, and must remain accessible irrespective of changes in Secretariat personnel.

5. Compliance Requirements

Program documentation must comply with confidentiality obligations attached to participant and counterpart information, and with any regulatory requirements applicable in the jurisdictions where a given program operates. Documentation relied upon in regulatory or cross-border engagement connected to a program must be accurate and defensible, consistent with the Regulatory Correspondence & Information-Handling Guidelines.

6. Reporting and Oversight

Program documentation practices are subject to periodic review by Oversight & Compliance Functions, consistent with the Oversight Responsibilities & Accountability Standards. Deficiencies identified through review must be addressed through documented corrective action, with material issues reported to Executive Leadership.

7. Alignment with Governance Framework

These requirements ensure that program administration is supported by a dependable institutional record, allowing the Chamber to demonstrate the effectiveness, consistency and integrity of its programs to members, regulators and institutional counterparts, and reinforcing the credibility of its broader program and initiative portfolio.
