COORDINATION AND REPORTING PROCEDURES BETWEEN LEADERSHIP AND EXECUTIVE SECRETARIAT

1. Purpose and Scope

This document defines how Executive Leadership and the Executive Secretariat coordinate their respective responsibilities, exchange information and maintain a disciplined reporting relationship. It ensures that strategic direction set at the leadership level is translated into operational action with clarity and consistency, and that Secretariat activity remains visible to Leadership in a manner that supports timely decision-making across jurisdictions.

2. Coordination Principles

Coordination between Leadership and the Secretariat is governed by three principles:

Clarity of Instruction — strategic direction is communicated in a form the Secretariat can act upon without ambiguity.

Regularity — coordination occurs on a defined cycle rather than on an ad hoc basis, ensuring continuity across programs and cross-border activity.

Bidirectional Accountability — Leadership is responsible for providing timely, well-formed direction, and the Secretariat is responsible for timely, accurate reporting.

3. Reporting Structure

The Secretariat provides Leadership with structured reporting on operational activity, program implementation, cross-border engagements and emerging risks. Reporting is tiered according to significance: routine operational updates are provided on a scheduled basis, while matters affecting institutional neutrality, regulatory exposure or reputational standing are reported without delay, consistent with the escalation pathways set out in the Decision-Making Procedures and Approval Pathways.

4. Coordination Mechanisms

Coordination is conducted through defined channels rather than informal exchange. These include scheduled briefings between Leadership and senior Secretariat staff, documented decision memoranda where Leadership direction requires Secretariat implementation, and periodic reviews of program and engagement status against institutional priorities.

5. Documentation Requirements

All coordination and reporting activity must be recorded in accordance with the Record-Keeping & Documentation Standards. This includes meeting records, reporting logs, decision memoranda and any follow-up actions arising from coordination between Leadership and the Secretariat, ensuring a complete and auditable record of how direction was given and executed.

6. Alignment with Governance Framework

These procedures reinforce the separation of strategic and operational responsibility established elsewhere in the Chamber's governance architecture, while ensuring that the two functions remain closely coordinated. They support institutional coherence, protect against drift between stated priorities and operational execution, and uphold the standards of discipline expected of the Chamber's governance framework.
