CROSS-BORDER LIAISON & COORDINATION STANDARDS
1. Purpose and Scope
This document sets out the standards through which the World Economic Chamber conducts liaison and coordinates activity with counterparts across jurisdictions. It applies to Secretariat functions and authorised representatives engaged in cross-border liaison connected to the Chamber's cooperation and engagement work.
2. Rationale
Liaison conducted across borders is exposed to variation in regulatory expectation, institutional custom and communication norms. These standards ensure that such liaison is conducted consistently, regardless of the jurisdiction or counterpart involved.
3. Core Principles
Cross-border liaison is governed by clarity of role, ensuring individuals conducting liaison understand and remain within their authorised scope; jurisdictional awareness, ensuring engagement reflects an accurate understanding of the counterpart's regulatory and institutional context; and coordination, ensuring liaison activity is visible across relevant Secretariat functions.
4. Conduct of Liaison
Liaison must be conducted with clarity regarding the capacity in which the Chamber is engaging, and with care to distinguish institutional positions from the views of any individual member, consistent with the standards applied to the Chamber's broader liaison and government relations activity.
5. Coordination Requirements
Where more than one Secretariat function maintains contact with the same counterpart, coordination is required to avoid duplicative or inconsistent engagement, consistent with the International Coordination & Liaison Procedures.
6. Documentation
All material liaison activity must be recorded consistent with the Record-Keeping & Documentation Standards, preserving institutional knowledge independent of the individual conducting a given relationship.
7. Escalation
Matters arising through cross-border liaison that exceed operational authority, or bear on institutional neutrality, must be escalated to Executive Leadership without delay.
8. Alignment with Governance Framework
These standards ensure the Chamber's cross-border liaison activity remains coherent, well-coordinated and consistent with its broader institutional principles, regardless of the jurisdiction in which it occurs.
