CROSS‑BORDER REGULATORY COORDINATION PROCEDURES

1. Purpose and Scope

This document sets out how the World Economic Chamber coordinates its regulatory engagement when a matter spans, or is likely to span, more than one jurisdiction. It applies wherever regulatory engagement in one jurisdiction has implications, actual or potential, for the Chamber's standing or positions in another.

2. Rationale

Regulatory matters increasingly extend across borders, whether through parallel regulatory processes, coordinated international standards, or regulatory developments in one jurisdiction that influence approaches elsewhere. Without coordinated procedures, the Chamber risks communicating inconsistent positions to different regulators addressing related or overlapping questions.

3. Coordination Requirements

Before engaging a regulator on a matter identified as having cross-border dimensions, the relevant Secretariat function must confirm consistency with positions taken, or under consideration, in other jurisdictions, consistent with the Cross-Jurisdictional Consultation & Coordination Procedures. Where parallel regulatory processes are identified, coordination must extend to maintaining a shared record of the Chamber's engagement across each process.

4. Identifying Cross-Border Matters

The Secretariat maintains responsibility for identifying regulatory matters likely to carry cross-border significance, drawing on the Chamber's Trade & Investment Intelligence and Global Market Outlook & Sector Briefings to anticipate where coordinated regulatory engagement may be required.

5. Escalation of Inconsistency

Any inconsistency identified between the Chamber's regulatory positions across jurisdictions must be escalated to Executive Leadership without delay, consistent with established escalation thresholds, given the reputational exposure that unresolved inconsistency can create.

6. Documentation

All cross-border regulatory coordination activity must be documented consistent with the Record-Keeping & Documentation Standards, including the jurisdictions involved, positions considered and the rationale for any jurisdiction-specific approach adopted.

7. Alignment with Governance Framework

These procedures preserve the coherence of the Chamber's regulatory engagement across an increasingly interconnected regulatory landscape, ensuring the institution speaks with one consistent voice even as it engages regulators operating within distinct national and regional frameworks.
