1. Purpose and Scope
This document sets out the safeguards protecting institutional neutrality specifically within the context of participation in the World Economic Chamber's forums, initiatives and cooperative programs, complementing the broader Institutional Independence & Neutrality Policy.
2. Rationale
Forums and initiatives, by bringing together diverse participants around specific subjects, create particular opportunities for influence to be exerted, whether by a dominant participant, a well-resourced counterpart or a sustained pattern of engagement. These measures address that risk directly.
3. Identified Risks
Risks include disproportionate influence by a single participant over a forum's agenda or outcomes, the perception that a Chamber initiative favors a particular member's or sector's interests, and conflicts of interest among facilitators or contributors to a given initiative.
4. Safeguards
Facilitation of forums and initiatives is structured to ensure balanced participation, and contributors with a material interest in a subject under discussion must disclose that interest, consistent with the Professional Conduct & Behavioral Expectations.
5. Monitoring
Oversight & Compliance Functions monitor the composition and pattern of engagement across the Chamber's forums and initiatives, assessing whether any recurring imbalance raises a neutrality concern.
6. Breach and Remediation
Identified concerns are addressed through documented corrective action, which may include adjustments to a forum's structure or facilitation, with matters of significance reported to Executive Leadership.
7. Alignment with Governance Framework
These measures ensure that the Chamber's forums and initiatives remain genuinely open and balanced settings for cross-border engagement, consistent with the institution's founding commitment to neutrality.
