INTERNATIONAL COORDINATION & LIAISON PROCEDURES

1. Purpose and Scope

This document sets out how the World Economic Chamber coordinates its international activity and conducts liaison with governments, multilateral bodies, partner institutions and other international counterparts. It defines the mechanisms through which the Chamber maintains coherent relationships across a diverse and evolving network of external contacts, and the responsibilities that attach to individuals acting in a liaison capacity.

2. Rationale

An institution engaging internationally accumulates relationships across many jurisdictions and institutional types simultaneously. Without a coordinated approach, liaison activity risks becoming fragmented, with different parts of the Chamber engaging the same counterpart inconsistently, or valuable institutional knowledge held informally by individuals rather than retained by the organisation itself. These procedures exist to ensure that liaison is conducted as a coordinated institutional function.

3. Liaison Roles and Authorisation

Individuals acting in a liaison capacity on behalf of the Chamber must be authorised to do so consistent with the Chamber's governance architecture. Authorisation defines the scope of the liaison relationship, including the counterpart concerned, the matters within the individual's authority to discuss, and the reporting line to which they are accountable.

4. Coordination of International Contacts

The Secretariat maintains a coordinated record of the Chamber's significant international relationships, ensuring that engagement with any given counterpart is informed by prior interaction, whichever part of the Chamber conducted it. Where more than one Secretariat function maintains contact with the same counterpart, those functions must coordinate to ensure consistency of message and avoid duplicative or conflicting engagement.

5. Conduct of Liaison Activity

Liaison activity must be conducted with the same discipline applied to formal regulatory engagement. This includes clarity regarding the capacity in which the Chamber is participating, care in distinguishing institutional views from those of individual members, and adherence to the Cross-Jurisdictional Consultation & Coordination Procedures where a matter touches more than one jurisdiction.

6. Documentation and Continuity

All material liaison activity must be recorded in accordance with the Record-Keeping & Documentation Standards, ensuring that institutional relationships are supported by a durable record rather than dependent on the continued involvement of any single individual. This continuity is essential where liaison relationships span extended periods or changes in personnel.

7. Alignment with Governance Framework

These procedures ensure that the Chamber's international relationships are built methodically, coordinated internally and sustained institutionally, reinforcing its capacity to serve as a reliable and consistent counterpart across the many jurisdictions and institutions with which it engages.
