INTERNATIONAL PARTNERSHIP DEVELOPMENT GUIDELINES
1. Purpose and Scope
This document sets out how the World Economic Chamber identifies, develops and formalizes international partnerships in support of its cooperation mandate. It complements the Chamber's Strategic Partnership Framework by focusing specifically on the developmental process through which a prospective international relationship is assessed and matured.
2. Rationale
Partnerships developed without a disciplined process risk misalignment between the parties' expectations, or arrangements that inadvertently compromise the Chamber's independence. These guidelines ensure that partnership development proceeds deliberately, from initial identification through to formal agreement.
3. Identification and Assessment
Prospective partnerships are identified where a counterpart's mandate, standing and activity align meaningfully with the Chamber's own objectives. Assessment considers the counterpart's institutional credibility, the specific purpose a partnership would serve, and consistency with the Chamber's founding principles.
4. Development Process
Partnership development typically proceeds through preliminary engagement to establish mutual interest, followed by a defined scoping stage in which the purpose, roles and expectations of a prospective partnership are clarified before formal terms are drafted.
5. Documentation and Authorization
Formal partnership terms must be documented and authorized consistent with the Chamber's governance architecture, with particular attention to safeguarding the Institutional Independence & Neutrality Policy throughout the drafting process.
6. Review
Developed partnerships are reviewed periodically to confirm they continue to serve their original purpose, with provision for modification or conclusion where circumstances change.
7. Alignment with Governance Framework
These guidelines ensure that international partnerships are built methodically and reviewed consistently, reinforcing the credibility and coherence of the Chamber's broader network of institutional relationships.
