PUBLIC‑INSTITUTION ENGAGEMENT PROTOCOLS
1. Purpose and Scope
This document sets out how the Executive Secretariat engages with public institutions, including government bodies, regulators and public agencies, in the course of administering the Chamber's programs and initiatives. It applies wherever program delivery requires interaction with a public-sector counterpart.
2. Rationale
Many of the Chamber's programs, particularly those connected to trade facilitation, market access and infrastructure, necessarily involve engagement with public institutions. Because such engagement carries regulatory and diplomatic sensitivity beyond ordinary program administration, it is governed by protocols distinct from, though coordinated with, the Chamber's general program procedures.
3. Authorization
Engagement with a public institution in connection with a program may only be conducted by individuals authorized under the Chamber's governance architecture, consistent with the standards applied to the International Liaison & Government Relations function. Unauthorized engagement with a public institution is treated as a breach of these protocols.
4. Conduct of Engagement
Engagement with public institutions is conducted with attention to jurisdictional respect and institutional neutrality, ensuring that program-related interaction with a public counterpart does not compromise the Chamber's independence or create the perception that program activity favours a particular government's interests, consistent with the Institutional Independence & Neutrality Policy.
5. Coordination
Where public-institution engagement connected to a program touch on matters relevant to other jurisdictions or Chamber functions, it must be coordinated in accordance with the Cross-Jurisdictional Consultation & Coordination Procedures, ensuring consistency with the Chamber's broader institutional positions.
6. Documentation
All engagement with public institutions in connection with a program must be documented, including the substance of the engagement and any commitments made, consistent with the Record-Keeping & Documentation Standards, with material developments reported to Executive Leadership without delay.
7. Alignment with Governance Framework
These protocols ensure that the Chamber's engagement with public institutions during program delivery reflects the same discipline, authorization and documentation standards applied to its broader regulatory and diplomatic engagement, safeguarding both program integrity and institutional credibility.
