PUBLIC‑INSTITUTION ENGAGEMENT PROTOCOL
1. Purpose and Scope
This document sets out the standards governing the World Economic Chamber's engagement with public institutions generally, including government bodies, regulators, public agencies and state-affiliated entities, across all areas of the Chamber's institutional activity. Whereas related documents address engagement in the context of specific programs or regulatory processes, this protocol establishes the overarching standards applicable to public-institution engagement as a category of the Chamber's work.
2. Rationale
Public institutions represent a distinct category of counterpart, carrying regulatory authority, public accountability and, in many cases, political significance that private-sector or civil-society engagement does not. Engagement of this kind therefore requires a level of care commensurate with its institutional weight, applied consistently regardless of the specific context in which the engagement arises.
3. Core Principles
Engagement with public institutions is governed by neutrality, ensuring the Chamber's dealings with any government or public body are conducted without political alignment; jurisdictional respect, ensuring engagement reflects an accurate understanding of the counterpart's regulatory and institutional context; and consistency, ensuring positions communicated to one public institution are not contradicted in dealings with another without documented justification.
4. Authorisation and Conduct
Engagement with public institutions may only be conducted by individuals authorised under the Chamber's governance architecture, consistent with the Decision-Making Procedures & Approval Pathways. Authorised individuals must engage with clarity regarding the capacity in which the Chamber participates and must distinguish institutional positions from the interests of any individual member.
5. Coordination
Where engagement with a public institution touches on matters relevant to other jurisdictions, functions or ongoing regulatory processes, it must be coordinated in accordance with the Cross-Jurisdictional Consultation & Coordination Procedures, preventing inconsistency between the Chamber's dealings with different public counterparts.
6. Documentation and Reporting
All engagement with public institutions must be documented consistent with the Record-Keeping & Documentation Standards, and material developments, including any matter affecting the Chamber's neutrality or standing, must be reported to Executive Leadership without delay.
7. Alignment with Governance Framework
This protocol ensures that the Chamber's engagement with public institutions, across every area of its activity, is conducted with the discipline, neutrality and consistency required to sustain credibility with government and regulatory counterparts over the long term.
