PUBLIC‑SECTOR MEETING & CONSULTATION PROCEDURES
1. Purpose and Scope
This document sets out how the World Economic Chamber prepares for and conducts meetings and consultations with public-sector counterparts, including government bodies, regulators and public agencies. It applies to all direct engagement of this kind, whether initiated by the public-sector counterpart or by the Chamber.
2. Rationale
Meetings and consultations with public-sector bodies carry particular institutional exposure, given the authority such bodies hold and the weight attached to positions communicated in these settings. These procedures exist to ensure that such engagement is approached with disciplined preparation rather than informality.
3. Preparation Requirements
Prior to a public-sector meeting or consultation, the Chamber representatives involved must establish the purpose of the engagement, the position to be conveyed, and the individuals authorised to speak on the Chamber's behalf, consistent with the Regulatory Meeting and Submission Protocols. Where multiple representatives attend, roles must be agreed in advance to avoid inconsistent statements.
4. Conduct of Engagement
Engagement must be conducted with clarity regarding the Chamber's institutional capacity, and with due regard to the conventions and expectations of the public-sector counterpart concerned, consistent with the Cross-Border Engagement Standards where the counterpart operates in a different jurisdiction.
5. Records of Engagement
A written record of each meeting or consultation, including matters discussed and any commitments made, must be prepared promptly following the engagement, consistent with the Record-Keeping & Documentation Standards.
6. Authorisation Limits
No representative may commit the Chamber to a position exceeding their authorised scope. Matters raised that exceed the authority of those present must be taken on notice and addressed through the appropriate internal process before a Chamber position is communicated.
7. Follow-Up and Reporting
Any follow-up action arising from a public-sector meeting or consultation must be tracked to completion, with material matters reported to Executive Leadership.
8. Alignment with Governance Framework
These procedures ensure that the Chamber's most direct public-sector interactions are conducted with the rigour and accountability appropriate to their institutional significance.
