SECRETARIAT DOCUMENTATION, RECORD-KEEPING & COMPLIANCE REQUIREMENTS

1. Purpose and Scope

This document sets out the standards governing how the Executive Secretariat creates, maintains and safeguards institutional records, and the compliance obligations that attach to that responsibility. It ensures that the administrative record of the Chamber's activities is accurate, complete and retrievable, and that the Secretariat's documentation practices meet the standards expected of an institution operating across multiple regulatory environments.

2. Documentation Principles

Secretariat documentation is governed by three principles: accuracy, so that records reflect institutional activity without distortion or omission; completeness, so that no material decision, communication or action is left unrecorded; and retrievability, so that records can be located and produced promptly when required for governance review, member enquiry or regulatory purposes.

3. Scope of Records

The Secretariat is responsible for maintaining records across the full range of its functions. This includes governance documentation such as decision memoranda, approval logs and meeting records; membership records, including applications, standing and correspondence; program and initiative documentation, covering implementation records and outcomes; and cross-border engagement records, including consultations, correspondence and coordination activity conducted with regulators, partner institutions and government bodies.

4. Record-Keeping Standards

All records must be maintained in accordance with the Record-Keeping & Documentation Standards, which establish the format, retention period and access controls applicable to each category of record. Records must be organised in a manner that supports audit, cross-jurisdictional consistency and continuity of institutional memory, irrespective of changes in personnel or leadership.

5. Compliance Requirements

The Secretariat is responsible for ensuring that its documentation practices comply with applicable regulatory obligations in the jurisdictions where the Chamber engages. This includes maintaining appropriate confidentiality over sensitive records, applying access restrictions consistent with the sensitivity of the information held, and ensuring that records relied upon in regulatory or cross-border engagement are accurate and defensible.

6. Reporting and Oversight

The Secretariat's documentation and compliance practices are subject to review by Oversight & Compliance Functions, consistent with the Oversight Responsibilities & Accountability Standards. Any deficiencies identified must be addressed through documented corrective action, with follow-up reporting to Executive Leadership where required.

7. Alignment with Governance Framework

These requirements ensure that the Secretariat's documentation function operates as a dependable institutional record rather than an administrative formality. They protect the Chamber's credibility, support accountability across its governance architecture and provide members with confidence that the institution's activities are conducted, and recorded, with rigour.
